“Unfortunately the United States has not been in complete control of its borders for decades and therefore illegal immigration has been on the rise,’’ Bush said at a signing ceremony.
“We have a responsibility to enforce our laws,’’ he said. “We have a responsibility to secure our borders. We take this responsibility serious.’’
He called the fence bill “an important step in our nation’s efforts to secure our borders.’’
Many conservatives will be celebrating this as a victory in the ongoing illegal immigration dispute. In reality the only thing we can celebrate here is the the bill signed by the President did notinclude Shamnesty provisions for the millions of illegal immigrants already here.

I’ve said from the beginning that we can’t reform immigration laws until we control immigration, and we can’t control immigration unless we control our borders and our ports. Constructing the border fence certainly is a good beginning to our efforts to control our borders, but let’s be honest about the legislation: It isn’t nearly enough, and far more must be done. A congressional victory lap isn’t in order for funding only half of a 700-mile fence along a nearly 2,000-mile border.
At the end of the day a border fence is a good first step, but we are a long way from the finish line, and it is far too early to start popping the corks on champagne bottles .
