Taxpayer’s Cost to Host Illegals – A Reminder

As the Senate Immigration Reform Bill s.1348 continues to be worked on Capitol Hill, the Senators vying for cheap labor, and lots of it, are offering inducements to the Senate opposition. In exchange for a “yea” vote, Senator Lindsey Graham suggests “immediate funding” for border enforcement. How would this “immediate funding” be funded?…from the U.S. Treasury, according to Graham.

The Heritage Foundation published in-depth research on the cost of immigrants and illegal aliens to the taxpayer. Over the several weeks that this report has been published, I’ve searched for refutation of this material and haven’t found a single instance of a half-serious attempt to discredit it.

It’s a long report…very long. I’ve pulled out information that I thought pertinent along with the link to the appropriate page. If you think accepting 12 million illegals into this country for a $5,000.00 fine is a good deal for America, take a look at this information and understand what it means for you, your family, and their families. There will be no turning back.

The Fiscal Cost of Low-Skill Immigrants to the U.S. Taxpayer is a comprehensive compilation of, perhaps, more than you ever wanted to know about immigration, but is exactly what you and I need to know and understand.

Here are pertinent points, with inset-text taken directly from The Heritage Foundation:

Of all adult high school dropouts, legal and illegal, in America, 49% are illegals, 25% are legal immigrants and 9% are native-born Americans.

The U.S. Government, funded by U.S. citizens, pays out an average of $30,160.00 per legal and illegal household with heads-of-households lacking a high school diploma.

The $30,160.00-average paid represents social security benefits and Medicare, police, public safety, transportation, administrative support, public education and other means-tested aid. View this in Chart 2 of The Heritage Foundation report.

“Low-skill immigrant households are larger and younger than are households headed by non-immigrant dropouts: Only 17 percent of low-skill immigrant households are elderly compared to 43 percent of households headed by non-immigrant dropouts. Because they are younger, low-skill immigrant households have more workers per household than similar non-immigrant households, but the average wage per worker is actually slightly higher in low-skill non-immi­grant households ($20,828 per worker among non-immigrants compared to $18,490 among immigrants).”

“Overall, households headed by immigrants without a high school diploma (or low-skill immigrant households) received an average of $30,160 per household in direct benefits, means-tested benefits, education, and population-based services in FY 2004.”

“Means-tested aid came to $10,428 per household, while direct benefits (mainly Social Security and Medicare) amounted to $4,891. Education spending on behalf of these households averaged $8,462 per household, while spending on police, fire, and public safety came to $2,746 per household. Transportation added another $809, and administrative support services cost $1,195. Miscellaneous population-based services added a final $1,529.”

In return for handing-out $30,000.00+ per legal and illegal household, we receive from such households, a payment average of $10,573.00 in taxes. These paid-in taxes include federal highway taxes, unemployment insurance and workers compensation taxes, federal excise taxes and customs duties, state individual income tax, STATE LOTTERY PURCHASES (an average of $714.00 per household!), corporate income tax, state and local property taxes, federal individual income taxes, state and local sales and comsumption taxes and FICA “contributions.

We don’t need to do the math because The Heritage Foundation has done it for us. U.S. citizens PAY OUT $30,000+ annually, to immigrant (both legal and illegal), low-skilled households, and we RECEIVE only $10,500.00 per such household into our coffers. EACH such household RECEIVES an average of $3.00 for EACH $1.00 paid in, and this thought from me – such benefits are often received through THEFT of our social security numbers.

In addition to the $30,000+ hand-out from American citizens, it is estimated there are 1.6 workers per legal and illegal, unskilled household, each averaging $18,490 in earnings. This is an average of $29,584.00 annually in earnings, plus the $30,000+ courtesy of citizens. View this in Table 2 of The Heritage Foundation report.

Of course, there’s always a bottom-line and, in this case, it is the deficit in dollars incurred to you and me. For each household, we say adios to an average of $19,588.00. View this in Chart 5 of The Heritage Foundation report.

The bottom-line, or as The Heritage Foundation refers to it, The “Net Lifetime Costs,” comes down to this:

“Receiving, on average, $19,588 more in immediate benefits than they pay in taxes each year, low-skill immi­grant households impose substantial long-term costs on the U.S. taxpayer. Assuming an average 60-year adult life span for heads of household,[24] the aver­age lifetime costs to the taxpayer will be nearly $1.2 million for each low-skill household, net of any taxes paid.[25]

This calculation assumes that a low-skill immigrant comes to the U.S. in his mid-twenties with a spouse and that both remain in the U.S. for an average of 60 years. Even if low-skill immigrants return home rather than remain in the U.S. permanently, thereby reducing costs, this argument merely underscores how costly low-skill immigrants are to the U.S. taxpayer. The less time these immigrants spend in the U.S., the lower the cost to the taxpayer. Moreover, most current immigration reform proposals would grant legal status to illegal immigrants, increasing their access to welfare and Social Security. These proposals would substantially increase the time that these immigrants remain in the U.S.”

$19,588.00 x 4.54 MILLION such households is a total of $89.1 billion – $89.1 billion we give away, annually, to non-citizen, and knowing-lawbreakers. In addition:

“Over the next ten years, the net cost (benefits minus taxes) to the taxpayer of all low-skill immigrant households will approach one trillion dollars.”

The Heritage Foundation, in Chart 7, shows that each and every age bracket RECEIVES far more than it PAYS IN, but as the households age, the deficit increases. Without considering THE POSSIBILITY of legal status through AMNESTY, current trends would expect retirement costs to be $1.9 trillion. Here’s the way The Heritage Foundation explains it (and remember that AMNESTY is not taken into consideration):

“There are currently 8 million non-elderly adult immigrants in low-skill immigrant households.[26] Assuming nor­mal mortality rates, perhaps 7 million of these individuals will live to age 67.[27] After reaching age 67, the normal life expectancy would be approximately 18 years. With an average net cost of roughly $270,000 over 18 years, the net future retirement costs of the 7 million low-skill immi­grants would be around $1.9 trillion.”

Below, The Heritage Foundation continues to smack-down the verbal posturing that these people pay taxes and, this view from me, that we should be grateful for their participation in our commerce (notice that these households are “net tax consumers” as opposed to you and me, who are likely “net tax payers:”

“…low-skill households are net tax consumers even during their working years. It is important to note, these families are rarely idle; they consistently work and pay taxes. However, the taxes they pay are seldom, if ever, sufficient to cover the cost of the government benefits they receive. In consequence, these households must be continually subsidized by other taxpayers.

Low-skill immigrants are among these problematic households. On average, they are a net fiscal burden throughout their working years, and after retirement they become an even greater tax burden. Politicians should be wary of any policy that will increase the future number of net tax consumers. Immigration policy, in particular, should be focused on increasing the number of positive taxpayers and reducing the future number of tax consumers.”

The Heritage Foundation asks if these households “contribute to the solvency of Social Security.” The short answer is no.

“It is true that low-skill immigrant households pay, on average, around $2,900 per year in Social Security (FICA) taxes; however, the average Social Security and Medicare benefits they receive actually exceed the FICA taxes paid. Of course, low-skill immigrant households receive many other government benefits as well, receiving ten dollars in total government benefits for each dollar they pay in Social Security taxes..”

Now when the illegals whine that they pay Social Security taxes, but will never see a penny of it – because they are illegal…remind them that they are receiving at least $10.00 in OTHER benefits, for each dollar they have paid in. Pay in $1.00 and get back $10.00. Incredible! Equally incredible is this:

“In the final analysis, taxpayers, including many Social Security recipients, will face higher taxes in order to subsidize low-skill immigrant households.”

Current legislation is declared not to be AMNESTY by some Legislators, but you and I know that it is just that. The Heritage Foundation says this:

“Do not grant amnesty to illegal immigrants. Granting amnesty to illegal immigrants would, over time, confer entitlement to welfare, Social Security, and Medicare for the amnesty recipients. This would be ruinously expensive to U.S. taxpayers. Similarly a modified amnesty such as the Z visa program pro­posed by President Bush, would, almost certainly, over time result in entitlement of the Z visa holders to welfare, Social Security, and Medicare; such a plan would be nearly as expensive as forthright amnesty. Amnesty in any form would impose serious fiscal costs.

A legal immigrant speaks out

Someone calling himself “Legal Immigrant” wants you to know the other side of this immigration debate:

Legal, skilled immigrants have been given a very raw deal by the senators in favor of illegal immigrants and those with family ties in this “compromise” immigration bill. Please visit http://immigrationvoice.org to have a better understanding of our plight.We pay ALL the taxes that citizens pay: social security, Medicare tax, property tax….you name it. Since IRS considers us permanent residents for tax purposes we enjoy taxation without representation for 10+years.

There are hundreds of thousands of higher skilled, highly educated professors, doctors, scientists, high tech workers who have been languishing in legal limbo for 5-8 years due to huge green card backlogs. These legal immigrants contribute to the US economy and make America competitive in this era of globalization. This “Comprehensive” immigration reform (CIR) proposes very little or nothing to clear these huge back logs. Instead, it proposes to punish the legal immigrants by REDUCING the number of available green cards for employment based immigration.

American citizens would decide what should be done with illegal immigrants. We have no grudges against them. For us it is a question of justice and fair play. . People who broke the laws would get a Z visa in 24 hours. This Z visa is a de-facto instant green card since it would allow the beneficiary to work for any employer without any restriction or labor certification. Whereas, the legal immigrants after going through tortuous paper work for several years are unable to change employers for 8- 10 years because of the green card backlogs.

Finally, the bill dramatically boosts Family migration while IGNORING people ALREADY living and working in this country. This is again due to vote bank politics, not to establish justice.

I hope American public understands the unfairness of this all. — Legal Immigrant

We need to listen to people who came here legally, who are still standing in line trying to get citizenship legally. They are offended, as they should be, that our government wants to place 12 – 20 million illegal aliens PLUS their family members at the front of the citizenship line.

GOP Senators REJECT Bush’s demand that they turn America over to Aliens…or do they?

Senator Jeff Sessions (R-AL) in a post meeting interview remarked that Bill supporters had made an agreement among themselves that they would vote against any amendments which would patch the dozens of loopholes currently written into the legislation.
“I’ve had Senators who liked amendments I’ve proposed but said they would have to vote against them because they would change the Bill.” In essence saying…..What’s the point of offering amendments if they are not willing to consider them on their own merits.

HEY….IT’S ONE BIG LOOPHOLE ANYHOW…..A few candyassed amendments allowed by supporters would be just another layer of farce piled on this giant farce. Republicans who agree to this will just be enablers……and will suffer for it on election day.

Bush requested the meeting with the Senators in an effort enlist their support for this last gasp chance to pass his beloved Amnesty. Democrat supporters could not be convinced to plug loopholes and variances in in the bill…..and conservative Republicans are remaining steadfast to the demands of the majority of Americans.

There are those supporters on Capitol Hill who aren’t especially pleased with the Democratic reaction…….

The bribe is coming

Well, I knew that the Immigration Amnesty Frankenbill wasn’t going to die easily. Seems like now they are going to try and bribe the Senators standing up for America to switch sides with funds. This is worrisome, because we know the one thing Senators like are bribes in the form of funding.

 

Senate Republicans Work $4.4 Billion Border Security Amendment

WASHINGTON — GOP negotiators of an immigration reform bill are crafting a large border security amendment with mandatory, immediate funding that they hope will assuage concerns of both Republicans and Democrats, FOX News has learned.

The senators are looking at a way to please conservatives who are skeptical Congress will ever fund the bill’s border security provisions, as well as keep Democratic negotiators on board in a last ditch effort to save the comprehensive reform bill.

It is a political tightrope fraught with peril, but the members know they need more Republican support to break through the logjam.

I’m hoping that it’s not the funding that people are worried about, but the enforcement by DHS and ICE. They can put 10 billion into the bill but if no one stops anyone at the border, no one gets deported for committing a crime then it’s all for nothing!
Here’s a sign that this “amendment” is crappy. Look who came up with it.

South Carolina Sen. Lindsey Graham, a principle author of the amendment with Republican Sens. Jon Kyl and Mel Martinez, says his amendment is designed to be “a confidence builder” to address members’ concerns that ramped up border security provisions in the bill won’t, in the end, get funded.

Now Graham is already getting hissed and booed in his own state and Kyl’s been deluged with protests yet they are willing to give it another shot? What’s wrong with this picture? Normally the largest trait in a Senator is a sense of self-preservation, yet they have to know that if they go through with this their done. You would think so right? Apparently not.
Let’s take a deeper look at this bribe, shall we? How are they going to pay for it?

Graham said this $4.4 billion would be borrowed from the Treasury and repaid once the fines and fees from the bill are collected, like the $5,000 fine each illegal has to pay for a work visa, called a “Z visa.” Graham said it would be better to do it this way, rather than an emergency funding bill, which goes directly to increasing the deficit.

Almost looks like it makes sense doesn’t it? In actuality it makes the bill even WORSE! See that 5,000 was to help offset the huge administration costs with the amnesty and to help offset the cost of services the government has had to pay out to illegals in health care and education.

“If you put the money into this bill, it goes a long way toward building confidence,” Graham predicted.

Seems to me Graham you’re taking money OUT of the bill. Robbing Peter to pay Julio. So Lindsay “McCain’s wench” Graham, anything else in this amendment?

Visa overstays will become a crime under the Graham-Kyl-Martinez amendment, and repeat offenders would face mandatory jail time, deportation, and a ban from ever re-entering the U.S. It is unclear what Democratic negotiators like Sen. Edward Kennedy will do. He has not supported this kind of stiff penalty in the past.

Graham would also forever bar employers from participating in the guest worker program if they have violated immigration laws repeatedly.

So how do we know that these things will actually happen? I think it’s a shame that they are waiting on baited breath for what Kennedy is thinking. That’s a crock right there.

So Graham, really you’ve piled some crap on top of paper and are now attempting to bribe people. Think the provisions you put in will work?

It is unclear if this approach can work. “They tell me it can be done,” Graham said, but he added that his staff is investigating this now.

So, don’t know if it will work but you’re willing to bet the country on it eh? How’s this for a bet. Every Senator who votes for this fiasco should also sign an agreement that if it doesn’t work out for the country they don’t run for re-election or for another elected position ever again. Then let’s see who wants to vote for it.

It’s about terrorism, stupid

When talking about the illegal immigration situation in the United States, many folks make the grave error of thinking this is a racist or class issue. They are dead wrong. This is about terrorism and the safety of American citizens. The debate is about keeping our borders secure so that terrorists cannot get into this country. It’s also about keeping out weapons, specifically nuclear and biological agents, that could be used by terrorists inside America.

Martin at Blogbat has a must read article on China and the Americas (Cuban: Chinese “everywhere” in Panama). Yes, it relates to the immigration debate. Here’s a taste (emphasis mine):

One might ask if common sense even exists any longer in Washington or if the Zeitgeist that haunts our generation is a changing of the guard that marks the division of ages. As the Cuban put it, “Panama is a friendly country”. Panama and its people are friendly and open to every kind of newcomer, but this lack of widespread discernment of power emanating from Asia can be – and is being – exploited; they ask few questions and assume the best. Yet, once they have sold their souls to China, there can be no easy road for turning back. This is also what President Bush is asking of Americans in the illegal immigration debate: that we apparently smile and pat ourselves on the backs for going down like noble martyrs for some invented Crawford piety; being accepting of every harmful and hurtful thing as we watch human trains carrying AK-47s, biological, chemical or nuclear threats march across our borders so business leaders may get another fast buck to store in offshore accounts. As you read this, you may have begun to see just how the immigration debate and America’s strategic national interests have once again conjoined themselves indivisibly. FourInchHeels reports at The Bill T Blog on the “Global Initiative to Combat Nuclear Terrorism” You can go read excerpts from the participants and commentary, but here’s a taste. (emphasis mine):

Representatives from nearly 30 countries meet this week in Miami for “The Global Initiative to Combat Nuclear Terrorism Law Enforcement Conference.” Among today’s speakers were The Deputy Director of Russia’s Federal Security Bureau, Colonel General Vladimir Ivanovich Bulavin, United States Attorney General Alberto R. Gonzales, and Federal Bureau of Investigation Director Robert S. Mueller. The purpose of the conference is “to build the capabilities of partner nations to investigate, prevent, and respond to sudden strikes by terrorists using nuclear devices or other radioactive materials.” [snip]I am struck with the change Mueller made to the well-known warning. Mueller’s variation points out that passive behavior that can arise from a complacent attitude is as dangerous as appeasement. (more)

I received the following via email this morning from Michael Travis, of Christians And Jews Together In Common Cause (no link available):

Friends,Many of you have taken note of the almost daily warnings of nuclear terror coming from government agencies during the past month. FBI Director Robert S. Mueller’s speech in Florida today should be taken very seriously by all Americans. Such a concerted effort by government agencies to raise awareness of the threat of an American Hiroshima is as unnerving as it is unprecedented. Something is up.

Privately, federal agents have been quite candid about Al Qaeda’s plan to use nuclear weapons against American cities, but it is highly unusual for the FBI to acknowledge the threat publicly. Mueller’s warnings cannot be considered coincidence. His revelations were obviously made after careful consideration and consultation with the executive branch of our government.

During our ongoing investigation of Islamic education and para-military training compounds we have encountered increased activity and a greatly heightened sense of paranoia within the Jihadi communities. An Israeli security source has described the U.S. training compounds as “a ticking bomb, set to go off at any moment“.

If your church or synagogue has not prepared a community emergency plan yet, it would be advisable to do so. Our churches remain the hub of American life and are the perfect foil for the Islamic Jihad.

Scott at Town Commons reports that the MSM is basically silent on this threat. (see Washington Times)

In light of the threat that we face, I think there is no question that this should have been front page news accross the MSM. Yet, inexplicably, this dire warning is not even mentioned in the New York Times. The Washington Post, for its part, did a lead article on Director Mueller, but it had nothing to do with the existential threat of nuclear terrorism. Instead, their lead article criticized Mueller for using an FBI jet for 36 trips over a five year period. Apparently, none in the MSM care for the message that Director Mueller has to deliver on the inevitability of future terrorist attacks, nor the inevitability of nuclear terrorism. (more)

Open borders is an invitation to terrorists who would like to bring nukes into the United States. Those Islamic para-military training compounds Michael mentions, are spread across the United States, most are considered tax-free ‘religious’ organizations, many connected to Jamaat al-Fuqra (see articles here, and here, and here)

So for any of you out there who are FOR open borders, think again. This is about more than the price of strawberries. It’s about terrorism.

Steve points out in a comment here that “skilled Future Americans” are getting a raw deal. This proposed immigration bill does nothing for them, it does not reward their standing in line for years and trying to do things the legal way.
